The contract, approved Tuesday night by the County Commission, is in addition to an earlier pact that gave jailers the ability to begin deportation proceedings against arrested illegal immigrants with two misdemeanors or one felony.

Last year, Cobb turned over to immigration about 3,000 illegal immigrants arrested on other charges and received about $61,000 from the federal government for temporarily housing the suspects until they were transferred to federal custody.

Hundreds of job applicants lined up, eager to take advantage of the sudden job openings at the plant located in Jones County, where the unemployment rate is 6.3 percent.

ICE agents on Monday seized 595 plant workers suspected of being in the country illegally. Several workers, who did not identify themselves, said Tuesday they were working and trying to keep the plant operational in the wake of the sudden loss of co-workers.

They said it was common knowledge many of their co-workers were suspected to be illegal.

The bust happened just minutes ago at an apartment complex on Jasper and Jackson.

ICE and Border Patrol agents found at least 50 illegal immigrants in the apartment. We're told some of them are from Honduras, Guatemala, and Mexico. They include men, women, children and teenagers.

A prisoner transportation bus was needed to take the group to a Border Patrol station.

Raymoundo Rojas Garcia told Circuit Judge Lisa Dodson he had been in South Mississippi without proper documentation about a year when his pickup struck a motorcycle on U.S. 49 in Orange Grove. Saucier resident Wayne Hughes, 45, and wife, Michelle, 48, died in the crash on June 24, 2007.

The family was found on Plunkett Road off O'Neal. Garcia had no driver's license or insurance and had been arrested a week earlier on a drunken-driving charge. U.S. Immigration and Customs Enforcement placed a hold on him after the fatal crash.

Barbara Gonzalez, a U.S. Immigration and Customs Enforcement spokeswoman, confirmed the arrests in the raid that she said targeted Howard Industries Inc. of Laurel. Authorities said more people could be arrested.

Howard Industries was founded in the 1960s. In 2002, state lawmakers approved a $31.5 million, taxpayer-backed incentive plan aimed at helping to expand its operations.

The construction boom at Fort Lee is causing a significant increase in the number of illegal immigrants being arrested on the base compared with arrests at other military installations. And the number of arrests is likely to increase as the number of workers grows over the next year.

Sixty-two illegal immigrants have been arrested this year while trying to enter Fort Lee, and all have been prosecuted for violating U.S. immigration laws, base officials said. In 2006, there were 15 arrests.

Most have been Hispanics who were commercial-delivery drivers or were entering the base to do construction and landscaping work, Fort Lee Police Chief Joseph Metzger said.

While detained immigrant workers generally are not considered direct security threats to the installation, enforcement is a security priority because even if illegal workers don't have ill intent against the U.S., they can be subject to blackmail by someone who does, federal officials said.

"We view illegal immigrants as one of many possible security threats to our installations and respond accordingly," said Cheryl Irwin, a spokeswoman for the Defense Department.

She said the department's law-enforcement agencies do not enforce immigration laws but they do criminal background checks on contract workers, and when they believe someone is an illegal immigrant they contact Immigration and Customs Enforcement.

The Bolognas' claim asserts that the city knew that federal Immigration and Customs Enforcement officials were targeting illegal immigrant gang members for removal from the United States and would have sought to deport Ramos immediately had they known of his juvenile record.

"It was highly foreseeable that Ramos, upon his return to the streets of San Francisco, would murder men who appeared to be Latinos or African Americans," the claim says.

The claim places blame on the city's Juvenile Probation Department for adopting "official and unofficial policies" that amounted to unlawfully harboring illegal immigrants who committed violent crimes.

The claim says the city's sanctuary policies and practices violated federal laws that grant "unfettered discretion" to local authorities to report to immigration officials any "dangerous person" not in this country legally.

Among other things, the measure requires state troopers to be trained in federal immigration law. It also punishes employers who hire illegal immigrants and denies funding to cities that enact sanctuary policies.

Jorge Riopedre, Chairman of the Hispanic Chamber of Commerce in St. Louis, said the law will intimidate even those immigrants who are in the United States legally, and it targets Hispanics.

"This we believe will cause a chilling effect within the Hispanic community, because they don't want to risk any kind of contact with officialdom, whether that be government or the police force," Riopedre said.

He kidnapped the boy, Dylan Groene, and his sister, Shasta, in May 2005 after murdering their older brother, their mother and her fiance.

The two young children were taken deep into the Lolo National Forest, where they endured weeks of horrendous abuse at the hands of Duncan.

Duncan ultimately shot the boy point-blank in the head while his sister, then 8, watched. He was arrested after returning to Coeur d'Alene, where a waitress recognized Shasta as the two ate at a Denny's restaurant.

The videos and photos taken at the cabin show Duncan forcing the boy to perform a sex act, whipping him with a belt and hanging him with a wire noose until the boy passed out.

"The devil is here, boy, the devil himself. The demon couldn't do what the devil sent him to do, so the devil came himself," Duncan yells in one video. "The devil likes to watch children suffer and cry."

After releasing Dylan from the noose, Duncan promised to take him to the hospital so his injured neck could be treated. He also promised to tell hospital staffers where to find Shasta, who had been left back at the campground, so they could come find her. He kept neither promise.

After that, Duncan offered to let Dylan watch the video of his "death" and then wandered away from the camera, where he could be heard singing part of the Lord's Prayer.

This doesn't even get into what horrors the little girl endured beyond seeing her brother murdered. No, killing this SOB won't bring anybody back, it won't make the world right, it won't do a lot of things. But this I know, if and when this this vile piece evil filth is sent to hell he'll never harm a guard, a prisoner, or anyone else. And, just maybe, a little girl that survived this horrific nightmare can sleep a little easier knowing this monster is gone for all time.
